Sebastian Lăzăroiu: “Nu sunt puţini cei care trăiesc doar din ajutoare sociale”

Legea-cadru a asistenţei sociale va antrena modificări în alte 20 de legi, a declarat, sâmbătă seara, ministrul muncii, Sebastian Lăzăroiu, la un post de televiziune.

El a subliniat că această lege ar trebui să fie votată în Parlament până la sfârşitul lui septembrie. Potrivit lui Lăzăroiu, prin această lege se încearcă reducerea dependenţei de ajutoare de stat.

Existence: Why is the universe just right for us?

To paraphrase astronomer Pierre-Simon Laplace when asked by Napoleon why his book Mécanique Céleste did not mention the creator: we have no need of that hypothesis.

Another possibility is that it simply couldn’t be any other way. We find ourselves in a universe ruled by laws compatible with life because, well, how could we not?

This could seem to imply that our existence is an incredible slice of luck – of all the universes that could have existed, we got one capable of supporting intelligent life. But most physicists don’t see it that way.

The most likely explanation for fine-tuning is possibly even more mind-expanding: that our universe is merely one of a vast ensemble of universes, each with different laws of physics. We find ourselves in one with laws suitable for life because, again, how could it be any other way?

The multiverse idea is not without theoretical backing. String theory, our best attempt yet at a theory of everything, predicts at least 10500 universes, each with different laws of physics. To put that number into perspective, there are an estimated 1025 grains of sand in the Sahara desert.
Fine-tuned fallacy

Another possibility is that there is nothing to explain. Some argue that the whole idea of fine-tuning is wrong. One vocal critic is Victor Stenger of the University of Colorado in Boulder, author of The Fallacy of Fine-tuning. His exhibit A concerns one of the pre-eminent examples of fine-tuning, the unlikeliness of the existence of anything other than hydrogen, helium and lithium.

Un studiu realizat de specialiştii Universităţii din Florida scoate la iveală faptul că varietatea culinară creează dependenţă de mâncare şi te îndeamnă la excese. Iar, pe măsură ce iei în greutate, pofta de mâncare se accentuează văzând cu ochii. Cum se explică acest lucru?

Creşterea ponderală obişnuieşte creierul cu plăcerea obţinută în urma consumului de grăsimi şi zaharuri, ceea ce-l determină să-ţi ceară o cantitate tot mai mare pentru a ajunge la starea de saţietate. În schimb, dacă doreşti să scapi de kilogramele în plus, optează pentru meniurile monotone. Un meniu identic timp de o lună de zile îţi taie pofta de mâncare şi te ajută să reduci progresiv porţia până când ajungi la greutatea normală.

Someday Your Brain Could Brake for You

This is what German researchers have successfully simulated, as reported in the Journal of Neural Engineering. With electrodes attached to the scalps and right legs of drivers in a driving simulator, they used both electroencephalography (EEG) and electromyography (EMG) respectively to detect the intent to brake. These electrical signals were seen 130 milliseconds before drivers actually hit the brakes—enough time to reduce the braking distance by about 12 feet.

“Many physicists now believe that the universe arose out of nothingness during the Big Bang which means that nothing must have somehow turned into something. How could that be possible?

Due to the weirdness of quantum mechanics, nothing transforms into something all the time. Heisenberg’s uncertainty principle states that a system can never have precisely zero energy and since energy and mass are equivalent, pairs of particles can form spontaneously as long as they annihilate one another very quickly.

The less energy such a system has, the longer it can stick around. Thanks to gravity – the only force that always attracts – the net energy balance of the universe may be as close to zero as you can get. This makes its lifespan of almost 14 billion years plausible.

If you take inflation into account, which physicists think caused rapid expansion in the early universe, we begin to see why MIT physicist Alan Guth calls the universe the “ultimate free lunch.”"

Will Li-Fi be the new Wi-Fi?

“Li-Fi, as it has been dubbed, has already achieved blisteringly high speeds in the lab. Researchers at the Heinrich Hertz Institute in Berlin, Germany, have reached data rates of over 500 megabytes per second using a standard white-light LED. Haas has set up a spin-off firm to sell a consumer VLC transmitter that is due for launch next year. It is capable of transmitting data at 100 MB/s – faster than most UK broadband connections.

Once established, VLC could solve some major communication problems. In 2009, the US Federal Communications Commission warned of a looming spectrum crisis: because our mobile devices are so data-hungry we will soon run out of radio-frequency bandwidth. Li-Fi could free up bandwidth, especially as much of the infrastructure is already in place.

“There are around 14 billion light bulbs worldwide, they just need to be replaced with LED ones that transmit data,” says Haas. “We reckon VLC is a factor of ten cheaper than Wi-Fi.” Because it uses light rather than radio-frequency signals, VLC could be used safely in aircraft, integrated into medical devices and hospitals where Wi-Fi is banned, or even underwater, where Wi-Fi doesn’t work at all.”

Social deficits associated with autism, schizophrenia induced in mice with new technology

One intriguing hypothesis holds that social dysfunctions characteristic of autism and schizophrenia may stem from an altered balance in the propensity of excitatory versus inhibitory nerve cells in the brain to fire, resulting in an overall hyper-responsiveness to stimulation. Evidence for this hypothesis includes the higher seizure rate among patients with autism, and the fact that many autistic children’s brains exhibit elevated levels of a high-frequency brain-wave pattern — known as “gamma oscillation” — that can be picked up by an electroencephalogram. Many schizophrenics also exhibit social deficits as well as higher levels of this anomalous brain-wave pattern, even at rest.

In addition, said Deisseroth, “autistic kids seem to be over-responding to environmental stimuli.” For instance, they find eye contact overwhelming, or may cover their ears if there are too many people talking at once.

There has been no direct way to test the “excitation/inhibition-balance” hypothesis, Deisseroth said. It’s been impossible to experimentally shift the balance between excitation and inhibition in the brain by selectively raising the firing propensities of one class of nerve cells but not the opposing class, because there have been no drugs or electrophysiological methods that act only on excitatory cells of the brain, or only on inhibitory cells.

But Deisseroth’s team has a way of doing that, with a new technology, pioneered in his laboratory and called optogenetics: selectively bioengineering specific types of nerve cells so that they respond to light. These cells can be bioengineered to be either more or less likely — depending on the researchers’ intent — to relay an impulse to the next nerve cell in a circuit. So with the flick of a switch, the scientists can activate a nerve circuit in the brain or inhibit it. Nerve cells can also be rendered responsive, in various ways, to different frequencies of light, allowing several circuits to be manipulated at once. (The optogenetic technique cannot be used in humans at this time as it requires still-experimental genetic modifications to brain cells.)

Robot trader beats competition

Robot trading agents are already pretty prevalent in foreign exchange markets, but the latest, based on the University of Southampton’s Adaptive Aggressiveness (AA) strategy, apparently knocks the spots off its predecessors.

Marco De Lucas and Professor Dave Cliff of the University of Bristol carried out a re-run of the 2001 IBM experiment in which human traders competed against computerised trading agents and lost.

And their system not only beat the hopeless humans, it out-performed other leading automated systems too.
